If you are working in a VGA mode (256 colours). Then you can only display 256 different colours simultaneously.
That means that all pictures that are supposed to appear on screen at the same time have to use the same palette, yes.
BUT, if you want to do, say a title screen, it doesnt have to use the same palette... does that make sense ?
Otherwise, the best move is to use a 16bits (or more) mode. But that is up to your coder to decide.

Direct Draw supports any video format your video card has. 8, 16, 24, or 32 bit color. Most books only cover how to do 8bit stuff in direct draw because for the most part it''s simpler than doing any of the higher resolutions.
