Exactly. There are differing opinions; you asked if the latter classification in your first post is universal. You've heard differing definitions, therefore, it is not universal.
To me 3rd person means you can see the character and fixed camera means I can't move the camera from target.
In other words a Fixed camera can also be a 3rd person camera.
